in the marine corps is similar to the navy. we have the installation, the regional installation command and also partners with the operational foresite. we allow the operational foresight, we maintain those but then we coordinate, cooperate, with the operational foresight once the call comes in for support. so we're able to do that obviously through memorandum of understandings and we have agreements and our wing operating orders allow for the fact the operational control, at least under operational response, maintains with the operators. the third aircraft wing maintains operational control but we send our operatives out to be controlled by the civic sight. we're comfortable with that and that's matured a lot in the last couple years. >> talked a lot about command and control and agreements and moving resources. one other question that came up yesterday we were discussing yesterday is how do communications occur specifically with regard to when we start talking about air ops and moving air resources around, how do we ensure that we have that interoperatability that we discussed so much yes

the united states, england and europe. and so the president ordered them built in 1940, but the navy, um, decided that that was probably not a good idea. so they convinced the president that the scarce resources that were available at that time would be better spent on destroyers. and i think that if you look at the historical record, you'll see that that probably was a mistake. the destroyer escort is sort of a novel type of vessel. it's smaller than a destroyer, um, around 300 feet. and it had a shorter turning radius so that it could, it could essentially turn on a dime compared to a destroyer. so what they did is they escorted the convoys across the atlantic, and the convoys consisted of troop ships and supply ships for the war effort. but if they, if they made contact with a u-boat, they could break off, and then they could pursue that u-boat. when you look at the record, though, i mean, 70 u-boats, they probably were, without question, the most successful antisubmarine vessel in the fleet. this ship is the uss slater. it was built in the tampa shipyard. there were 563 destroyer esc

the board of supervisors. you have to realize now coming out of the navy and into san francisco politics is like coming out of a convent. you know it is. it was not easy, and so -- that woman helped me. she knew the clerk of the board. she knew the president of the board. she knew everyone. she knew how to write the memos and we became fast friends and that's when -- in fact she just wanted to get enough time to retire and get health benefits and i liked her so much i had a party for her in my home. anne kronberg was there and head of the mayor's office on criminal justice, and her name was eileen maloney. she was terrific. assistant police chief by the name of frank reid tried to dissuade me from taking the job. security fellows come. they were roughly army, navy, air force, state department. a couple weeks ago we had a meeting and the first person i called on was an army colonel. i said where were you last? he said in libya. i said did you know christopher stevens? he said everybody knew christopher stevens. he was our leader, fluent in arabic, constructive, positive, doing something, he was our leader. this spontaneous practically eruption from him. he was a foreign service officer. anybody who has served with a foreign service as i did as the secretary of state knows, what a very special group of people this is. they are very able people. dedicated. they work hard for our country. chris was extraordinary and stood out. i thought what image can i think of that might express our way of thinking about him. i thought of the great seal of our republic. i don't know how many of you have ever looked carefully at it. the center is an eagle. in one talon the eagle is holding an olive branch. the eagle is looking at the olive branch to show that the united states will always seek peace. the other talon, t

is meant to celebrate the holiday season and share the message of peace. the u.s. navy band, i think, just wrapping up here. sue palka is on the ellips tonight and, sue, normally, i would be asking you about the cold when you're outside like. this you have a celebration to talk about. >> reporter: we have a wonderful celebration already underway down here and i have to actual, the first family hasn't arrived yet. we can see the white house and the limos hind up. they apparently will be here in about 15 minutes, so we will be bringing you the tree lighting live when that happens. obviously, nothing it is going to happen until they get here, until fantastic entertainment already. behind me, we have the united states navy commodore band playing there, wonderful, and we had some entertainment since 4:30. weather is fantastic, sorry i have to bring up my own. i am so delighted that it's not windy. it makes it more pleasant than everyone to be out in this weather that is cooler than what we have had. and, will you believe there are about 20,000 people here and a lot more standing behind me. ever
